Law of Exponent 4 – x over y raised to m

This video reviews briefly the law of exponents number 1, number 2 and number 3. Then, it discusses the fourth law which states that

(\displaystyle \frac{x}{y})^m = \frac{x^m}{y^m}

where y \neq 0. Please take not that we just numbered the laws in order to identify them, but they are not really in order.
